ORDER: Because Petitioner has neither responded to the court's order to show cause, nor demonstrated his entitlement to relief under Rule 60(b), the 17 Motion for Reconsideration is DENIED. No Certificate of Appealability shall issue because Petitioner has failed to make a "substantial showing of the denial of a constitutional right," as required under 28 U.S.C. ยง 2253(c)(2).
