MEMORANDUM AND ORDER granting 2 Motion for Leave to Proceed in forma pauperis and Dismissing Complaint: For the reasons set forth in the attached Memorandum and Order, the action is dismissed for failure to state a claim upon which relief may be granted and for failure to comply with Rule 8. The Court certifies pursuant to 28 U.S.C. ยง 1915(a)(3) that any appeal from this order would not be taken in good faith and therefore in forma pauperis status is denied for purpose of an appeal.
