ORDER DISMISSING CASE: The court grants Plaintiff's 2 Motion for Leave to Proceed in forma pauperis and the court DISMISSES the Complaint, without prejudice, for lack of subject-matter jurisdiction. The court certifies pursuant to 28 U.S.C. ยง 1915(a)(3) that any appeal from this Order would not be taken in good faith, and, therefore, in forma pauperis status is denied for the purpose of an appeal.
