MEMORANDUM & ORDER: The Court dismisses without prejudice all claims brought on behalf of E.J., Cheung, 906 F.2d at 61, and dismisses the entire Complaint without prejudice for lack of subject matter jurisdiction, see Fed. R. Civ. P. 12(h)(3). The Court grants Plaintiffs leave to file an amended complaint within 30 days of the date of this Memorandum and Order. No summons shall issue at this time, and all further proceedings shall be stayed for 30 days. Although Plaintiffs paid the filing fee, the Court certifies pursuant to 28 U.S.C. ยง 1915(a)(3) that any appeal from this order would not be taken in good faith and therefore in forma pauperis status is denied for the purpose of an appeal.
