MEMORANDUM AND ORDER: For the reasons set forth in the attached Memorandum and Order, defendants' motion for summary judgment is granted in its entirety with respect to the federal claims. The Court declines to exercise supplemental jurisdiction over the state claims and, thus, the state claims are dismissed without prejudice.
