ORDER granting 28 Motion to Dismiss; granting 49 Motion to Dismiss; granting 51 Motion to Dismiss. The court grants the motion of Defendants to dismiss all federal claims set forth in the complaint. The court declines to exercise pendent jurisdiction over any state claims. Accordingly, the complaint is dismissed in its entirety.
