ORDER ADOPTING REPORT AND RECOMMENDATIONS : IT IS HEREBY ORDERED that the Town Defendants' motion to dismiss. (ECF No. 51) is granted and that all federal claims against them, as well as all federal claims against the Individual Defendants, are dismissed with prejudice. The Court declines to exercisesupplemental; jurisdiction over any state law claims and, therefore, the state law claims are dismissed without prejudice: The Clerk of the Court shall enter judgment accordingly and close this case.3 The Court certifies, pursuant to 28 U.S.C. ยง 1915(a)(3), that any appeal from this Order would not be taken in good faith; therefore, in forma pauperis status is denied for purposes of anappeal..
