MEMORANDUM AND ORDER. For the reasons set forth herein, the Court finds that plaintiff has failed to demonstrate a likelihood of success on the merits on any of his claims. The Court, therefore, need not consider whether plaintiff would suffer irreparable harm in the absence of a preliminary injunction. Plaintiff's motion for a preliminary injunction is denied.
