No. 124) is GRANTED IN PART and DENIED IN PART as follows: GRANTED with respect to plaintiff's due process claims against all defendants, his claims against Tioga County and Martin, and his claims against Hogan, Moulton, and Alexander in their official capacities; DENIED in all other respects. That the Clerk terminate Tioga County and Kirk Martin as defendants. That defendants shall file an appropriate responsive pleading within the time allotted by the rules.
