BAR ORDER - Plaintiff having failed to respond to the 4 Order, and having instead continued his abusdive litigation pratices, the plaintiff is enjoined from filing any document or pleading of any kind with this Court pro se, except in pending ligiation unless plaintiff seeks leave of court, a Judge from this Court granting such written permission to file, the plaintiff shall include with any proposed filing he undertakes as pro se, a certification taken under oath stating that the complaint is not frivilous or vexatious and all claims presented have never been raised and disposed of on the merits in this or any other Court and all facts alleged in the complaint are believed by plaintiff to be true and plaintiff has no knowledge or belief that any of his claims are foreclosed by controlling law. The Clerk of Court shall not accept for filing any document or pleadings of any kind submitted by or on behalf of the plaintiff in his capacity as a pro se plaintff except in pending litigation, where a Judge of this Court has first directed that the document or pleading be filed or papers to appeal this Order or to notify the Court of appellate action.
