REPORT AND RECOMMENDATIONS re 1 Complaint filed by Richard Monroe. RECOMMENDED, that the Plaintiffs motion for judgment on the pleadings be GRANTED in PART and DENIED in PART, and the Commissioners determination be GRANTED in PART and DENIED in PART, and the matter be REMANDED for further proceedings under sentence four of 42 U.S.C. § 405(g) and consistent with this report.
