MEMORANDUM-DECISION and ORDER - That State Defendants' 23 motion to dismiss is GRANTED. That Christensen's 36 motion for judgment on the pleadings is GRANTED. That Hawse-Koziol's 39 motion for judgment on the pleadings is GRANTED. That Koslosky's 25 motion for summary judgment is GRANTED. That Kozio's 41 cross motion for recusal and/or disqualification of the court and for a preliminary injunction is DENIED. That Koslosky's 27 motion for sanctions pursuant to Fed. R. Civ. P. 11 is GRANTED and Koziol is directed to pay a penalty of $1,000 to Koslosky as part of Koslosky's attorneys' fees. That Koziol's complaint is DISMISSED. That the Clerk close this case.
