REPORT-RECOMMENDATION and ORDER: RECOMMENDED that the 1 Petition for Writ of Habeas Corpus filed by Rosemary Davis be DENIED. The Court finds that Davis has not made a "substantial showing of the denial of a constitutional right" pursuant to 28 U.S.C. Section 2253(c)(2).
