MEMORANDUM-DECISION AND ORDER: ORDERED that Magistrate Judge Baxter's Report-Recommendation (Dkt. No. 27) is ADOPTED in all respects. ORDERED that defendants' motion for partial summary judgment under Fed. R. Civ. P. 56 and for partial dismissal under Fed. R. Civ. P. 12(b)(6) (Dkt. No. 12) is GRANTED in part and DENIED in part. ORDERED that defendants' motion for summary judgment as to the First Amendment retaliation claim against defendant Hamilton is GRANTED, and that the complaint is dismissed as against defendant Hamilton and insofar as it alleges a First Amendment retaliation claim.
