Report and Recommendation: It is recommended that the Court reverse the Commissioner's final decision and remand the case for further factfinding, testimony, and articulation by the Administrative Law Judge to determine whether plaintiff is mentally retarded under the standard set forth in the introductory paragraph of Listing 12.05, and whether plaintiff has a valid IQ between 60 and 70.
