Opinion and Order that: the Court grants in part and denies, in part, Petitioner's Petition. The Court orders the return of DS and SS to Mexico, but will not order the return of PS and CS. Because this opinion is pursuant to this Court's authority under federal law and an international treaty, Court finds this Order supercedes any conflicting state court determinations. Petitioner shall submit his brief and supporting materials on costs no later than 7/30/2007. Respondent shall file her brief in opposition by 8/14/2007.
