Report and Recommendation: This Court recommends that the final Agency decision denying Handshue SSI be reversed and that the case be remanded, pursuant to the fourth sentence of 42 U.S.C. ยง 405(g), with instructions that, upon remand, the Administrative Law Judge consider all of Handshues documented limitations, including the hand-clapping and trance-like states and that the ALJs decision be aided by the testimony of a qualified medical expert.
