Report and Recommendation: It is recommended that the Court grant respondents' motion to dismiss petitioner's federal habeas corpus petition and dismiss the petition in its entirety with prejudice due to petitioner's procedural default of all of his grounds for relief (Related document 11); further, it is recommended that the Court deny respondent M.D. Carvajal's separately filed motion to dismiss as moot, since he is also a respondent in the motion to dismiss which is being recommended to be granted (Related document 9).
