Report and Recommendation that Clifford's petition (Related Doc # 1) for habeas relief be found to be untimely, and so further recommend that the Warden's motion to dismiss (Related Doc # 11) be granted. To the extent that Clifford's statement in his traverse (Related Doc # 13) is understood as a motion for an evidentiary hearing, I recommend that such a motion be denied as moot.
