Memorandum of Opinion and Order re 21 Petition for Writ of Habeas Corpus (2254) filed by Tyrone Noling, finding that none of the claims asserted in the petition for a Writ of Habeas Corpus are well-taken, and denying Petitioner's request for habeas corpus relief and dismissing the Petition. The Court further denies a Certificate of Appealability regarding its procedural default decisions and decision to deny the writ on the merits of the claims. The Court certifies that there is no basis on which to issue a certificate of appealability under 28:2253(c); Federal Rule of App. Procedure 22(b); and further certifies, pursuant to 28:1915(a)(3), that an appeal from this decision could not be taken in good faith.
