IT IS RECOMMENDED THAT: (1) Plaintiff's motion for injunctive relief 65 be DENIED; (2) Defendants' Baker and Anderson's Motion for Summary Judgment 57 be GRANTED in full, and those two Defendants dismissed; (3) Defendants Greene and Morgan's Motion for Summary Judgment 60 be GRANTED IN PART, with judgment granted in Defendants' favor as to Plaintiff's claims for monetary damages against the Defendants in their official capacities, but otherwise denied; (4) Defendants Campbell, Chaffin, Jenkins and Miller's Motion for Summary Judgment 62 be GRANTED IN PART, with judgment granted in Defendants' favor as to Plaintiff's claims for monetary damages against the four referenced Defendants in their official capacities. In addition, Defendants are entitled to summary judgment on Plaintiff's claims against them in their official capacities up to the point at which Plaintiff was restrained in handcuffs during the 5/14/2013 incident. However, the undersigned recommends that summary judgment otherwise be denied based upon the existence of genuine and material factual disputes. Objections to R&R due by 7/5/2016.
