ORDER and REPORT AND RECOMMENDATION as to Thomas E Shaffer re 73 MOTION to Vacate under 28 U.S.C. 2255: The Magistrate Judge RECOMMENDS that all claims except the claim of ineffective assistance of counsel be DISMISSED as having been waived.
