REPORT AND RECOMMENDATIONS - IT THEREFORE IS RECOMMENDED THAT: 1. The Commissioner's final non-disability decision be reversed; 2. Plaintiff Randolph Reed's applications for benefits, filed on March 7, 2007, be REMANDED to the Social Security Administration for payment of Disability Insurance Benefits and Supplemental Security Income consistent with the Social Security Act and based on the alleged disability onset date of March 30, 2005; and, 3. Counsel for the parties be directed to verify, within thirty days of any Decision and Order adopting this Report and Recommendations, whether or not Plaintiff owes a pre-existing debt to the United States subject to offset.
