REPORT AND RECOMMENDATION recommending that 10 partial MOTION TO DISMISS FOR FAILURE TO STATE A CLAIM filed by the Crawford County Defendants be GRANTED, as follows: (i) Plaintiff's claims against Defendants Schultz, Hoke, Kryziak, Weiderspahn, Amato, Soff, Lewis, and Saulsbery should be dismissed; and (ii) Plaintiff's official capacity claims against Defendant Phillips should be dismissed. It is further recommended that Defendants Schultz, Hoke, Kryziak, Weiderspahn, Amato, Soff, Lewis, and Saulsbery be terminated from this case. Objections to R&R due by 4/26/2017.
