MEMORANDUM OPINION as to Stephen W. Goulet. Since the motion and the record of prior proceedings conclusively establish that the petitioner is not entitled to relief, no evidentiary hearing will be necessary, and the motion will be DISMISSED. For reasons given in this document his motion to vacate, set aside orcorrect his sentence pursuant to 28 U.S.C. ยง 2255 will be DENIED and his petition DISMISSED. Having examined the petitioners claim under the Slack standard, the Court finds that reasonable jurists could not find that this Courts dismissal of petitioners claim was debatable or wrong. Therefore, the Court will deny petitioner a certificate of appealability as to each issue raised by him. A separate order will enter. C/M to Pro Se Petitioner.
