MEMORANDUM OPINION AND ORDER: This Court therefore lacks subject matter jurisdiction in this matter and the Court concludes that its grant of summary judgment in this case was proper. Therefore, plaintiffs motion pursuant to Rule 60(b), Fed. R. Civ. P. [Doc. 16] and plaintiffs supplemental motion pursuant to Rule 59(e) to alter or amend judgment [Doc. 18] are without merit and are DENIED. Likewise, plaintiffs motion pursuant to Rule 56(f), Fed. R.
