MEMORANDUM OPINION directing the Clerk to serve a copy of the petition and this Memorandum and accompanying Judgment Order on the respondents and the Attorney General of the State of Tennessee. The petition for the writ of habeas corpus is dismissed. A certificate of appealability shall not issue. The Court certifies that any appeal from this action would not be taken in good faith and would be totally frivolous. This Court will deny the petitioner leave to proceed in forma pauperis on appeal.
