MEMORANDUM OPINION: Defendants' motion to dismiss, or in the alternative, motion for summary judgment [Doc. 31] will be GRANTED. The Court will grant Defendants' motion to dismiss with respect to Plaintiff's FTCA claims, and will grant summary judgment on Plaintiff's FOIA claim. This action is hereby DISMISSED WITH PREJUDICE.
