REPORT AND RECOMMENDATION: Magistrate Judge Frensley finds that this Court is the improper venue for Plaintiff's claims against the WCF Defendants, and that transferring Plaintiff's claims against the instant Defendants to the Western District of Tennessee would be futile. The undersigned therefore recommends that Defendants' Motion to Dismiss 125 be GRANTED, and that Defendants Ford, Johnson, and Leek be TERMINATED as parties in this action.
