REPORT AND RECOMMENDATION re 17 MOTION for Judgment on the Record filed by Jeffrey Charles Boles. For the reasons explained above, the Magistrate Judge RECOMMENDS that Plaintiff's motion for judgment on the administrative record (Docket Entry No. 17) be DENIED, and the Commissioner's decision be AFFIRMED.
