REPORT AND RECOMMENDATION re 15 MOTION for Judgment on the Pleadings In a Social Security Appeal filed by Laurie A. Whittaker. For the above stated reasons, it is recommended that Plaintiff's motion for judgment on the administrative record (DE 15) be GRANTED and the Commissioner's decision be REVERSED and REMANDED for a new hearing and determination consistent with this opinion. OBJECTIONS to this Report and Recommendation must be filed with the Clerk of Court within fourteen (14) days of the date of service of this Report and Recommendation or further appeal is waived.
