ORDER: Petitioner's 19 Objections to the Report and Recommendation is overruled. The 16 Report and Recommendation is accepted. Respondent's 11 Motion to Dismiss for untimeliness is granted. The Petition Under 28 U.S.C. Sec. 2254 for Writ of Habeas Corpus by a Person in State Custody is denied. This case is dismissed with prejudice.
