MEMORANDUM and ORDER: Because it appears from the plaintiff's submission that she is unable to pay the filing fee, her IFP application (Doc. No. 2) is GRANTED. This action is therefore DISMISSED for failure to state a claim upon which relief can be granted. In addition to being mooted by the dismissal of her complaint, this motion does not satisfy any of the elements required to grant the extraordinary remedy of a temporary restraining order.
