REPORT AND RECOMMENDATION re 20 MOTION for Judgment on the Record filed by Samantha Ponder. For the above stated reasons, it is recommended that Plaintiff's motion for judgment on the administrative record (DE 20) be DENIED and the Commissioner's decision be AFFIRMED.
