FINDINGS, CONCLUSIONS, AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: It is recommended that the District Court summarily DISMISS plaintiff's complaint with prejudice as frivolous, except for the excessive force claim asserted against Officer Lee.
