FINDINGS, CONCLUSIONS, AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: It is recommended that the District Court dismiss Plaintiff's complaint with prejudice for seeking relief against a Defendant who is immune from such relief, unless within twenty (20) days of the date of this recommendation Plaintiff files an amended complaint naming an entity and/or individual who is not immune from such relief.
