FINDINGS, CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: It is recommended that any claims against the United States Postal Service be DISMISSED sua sponte for lack of subject matter jurisdiction, and that any Bivens claims against Inspector Jeff Krafels and other individual Postal Service employees be DISMISSED with prejudice as frivolous. It is further recommended that any claims which seek to undermine Plaintiff's criminal conviction in No. 3:05-cr-332-G be DISMISSED with prejudice as frivolous to their being asserted again until the Heck conditions are met.
