Findings and Recommendations on Case: Plaintiff's FTCA claims against the US Dept of Veterans Affairs and the Secretary of Veterans Affairs should be summarily dismissed for want of jurisdiction. But Plaintiff's FTCA claim against the USA should be allowed to proceed. Accordingly, the US should be specifically named as a defendant.
