Findings and Recommendations on Case: The Court should summarily dismiss all claims asserted against Defendant Quezada, the DHA, and HUD pursuant to 28 U.S.C. § 1915(e)(2)(B). For purposes of initial screening, however, Plaintiff has stated a Section 1983 claim based on equal protection (gender discrimination) against Defendant Jackson. The Court should allow this claim to proceed and order the United States Marshal to serve Defendant Jackson pursuant to 28 U.S.C. § 1915(d) and Federal Rule of Civil Procedure 4(c)(3).
