FINDINGS, CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE AND NOTICE AND ORDER: It is therefore RECOMMENDED that Plaintiff's August 1, 2017 motion to proceed in forma pauperis [docket no. 4] be DENIED by the district judge.
