MEMORANDUM OPINION AND ORDER denying 2 Motion to Dismiss. Plaintiff's claims against defendants Dan Joslin and John Doe are dismissed. Federal Prisons Industries, Inc. is substituted as the proper party defendant, and the Asst U.S. Attorney on record shall obtain the authority to represent FPI within 30 days, or to file a statement indicating why representation is not possible.
