OPINION AND ORDER granting 57 Motion to Dismiss, but Covington is granted leave, if she is able, to file within 20 days an amended pleading that satisfies the requirements to state a claim against the City under Sec. 1983 or inform the Court she no longer wishes to pursue her claims against the City.
