MEMORANDUM DECISION and ORDER: Denying 4 Motion to Appoint Counsel; Denying 5 Motion for Service of Process; Denying 9 Motion to get copy of arrest report; Denying 10 Motion for Extension of Time to serve summonses. It is hereby ordered that: Plaintiff must within thirty days cure the Complaint's deficiencies noted above.The Clerk's office shall mail Plaintiff a copy of the Pro Se Litigant Guide with a form complaint and habeas petition for Plaintiff to use should he choose to file an amended complaint or habeas corpus petition.
