ORDER ADOPTING REPORT AND RECOMMENDATION: the Court finds that Magistrate Judge Trumble's 16 Report and Recommendation is ADOPTED. The Court ORDERS that Petitioner's 28 U.S.C. § 2241 1 petition is DENIED and DISMISSED with prejudice. The Court further ORDERS that Petitioner's 15 Motion to Expedite is DENIED as moot. The Court ORDERS this case STRICKEN from its active docket. The Clerk is DIRECTED to enter a separate judgment order in favor of the Respondent.
