AGENCY: Federal Communications Commission.

ACTION: Proposed rule.


SUMMARY: This document requests comments on a petition filed by Wayne 
Blackwelder d/b/a Cafe Broadcasting, Inc. proposing the allotment of 
Channel 239A at Lindale, Texas, as the community's first FM broadcast 
service. The channel can be allotted to Lindale in compliance with the 
Commission's Rules provided there is a site restriction 5.4 kilometers 
(3.3 miles) northeast of the community. The coordinates for Channel 
239A at Lindale are 32-32-09 NL and 95-21-36 WL.

DATES: Comments must be filed on or before January 13, 2000, and reply 
comments on or before January 28, 2000.

of Proposed Rule Making, MM Docket No. 99-335, adopted November 10,

    Provisions of the Regulatory Flexibility Act of 1980 do not apply
