TO: Printing and Publishing Officials of the Federal Government

SUBJECT:Updates to Fiscal Year Rider Memorandums: Federal Depository Library Program Quantities for Publications Produced via Direct-Deal Term Contracts

The purpose of this Circular Letter is to remind agencies utilizing direct-deal term contracts of the importance of adding the correct Federal Depository Library Program (FDLP) quantity to each print order submitted.

Each fiscal year, the Government Printing Office (GPO) notifies agencies submitting work via direct-deal term contracts of the correct quantity of FDLP copies to add to the print order(s) for their products. Letters updating this information are sent, as necessary, throughout the fiscal year. However, there have been numerous instances where agency print orders have contained severely outdated quantities. Significant differences between the quantity of FDLP copies ordered and the quantity required can result in wasteful overages or the need for costly reprints.

The continuing transition to a more electronic FDLP has resulted in reducing the number of “tangible” copies of publications required for dissemination through the program. Therefore, it is extremely important that agencies realize their responsibility to include the current updated GPO-specified quantity of depository library copies on each print order submitted on direct-deal term contracts. The costs for excess copies or reprints caused by incorrect FDLP quantities may be charged to the agency submitting the print order.

Please be reminded that GPO’s rider notification letters may also include important information regarding changes of delivery addresses as well as quantities to add for other agencies’ riders, the International Exchange Program, and the GPO Sales Program.

Thank you for you cooperation and assistance. If you have any questions regarding the information contained in this Circular Letter, please contact your GPO Account Representative.
