Managing Director of the
Office of Equal Employment Opportunity (EEO)


As the Managing Director of the Office of Equal Employment Opportunity (EEO) for the U.S. Government Publishing Office, Tony Paras administers policy and oversight of the EEO program. This includes efforts to ensure equal opportunity in employment throughout the GPO, provide for the equitable resolution of complaints of discrimination, require compliance with antidiscrimination laws, regulations, policy, and program directives and advise management on all aspects of EEO, including formulating and executing proactive initiatives in support of GPO’s commitment to equality of opportunity.

Biography

Paras has more than two decades of EEO experience in the Federal sector as Specialist, supervisor and manager. He joined GPO in 2015 as the Assistant Managing Director, EEO. In that capacity, he served, in partnership with the Managing Director, EEO, as the principal program/policy lead on high priority initiatives of the Government Publishing Office and regulatory agencies that have high visibility and require his day-to-day management for success. He oversees EEO programs and functions such as: affirmative employment; complaints processing and adjudication; and special emphasis programs derived from existing laws and regulations.

Paras retired from United States Army as an Equal Opportunity Program Manager in 2005. He began his Federal career immediately upon his retirement from the Army at the Office of Civil Rights and Civil Liberties, Transportation Security Administration as an Equal Employment Opportunity Specialist. He handled complaints from TSA employees and the traveling public, ensuring TSA’s compliance with civil rights laws, regulations, Executive Orders and guidance from Department of Homeland Security. He later served as the Acting Deputy Director, EEO at Washington Headquarters Services where he worked with senior management officials at the Pentagon and other outlying service components of the Department of Defense on diversity management, special emphasis program, complaints management and alternative dispute resolution program. Paras subsequently became the Chief, Office of Equal Opportunity Programs at the National Parks Service.

Paras graduated Cum Laude from Upper Iowa University with a Bachelor’s Degree in Public Administration. He completed many courses in the area of equal employment, legal studies and human resources development. His awards and decorations are extensive and include numerous outstanding performance, meritorious achievement/service and commendation medals, and special act awards throughout his military and civilian career.
