TO: Publishing and Printing Officials of the Federal Government

SUBJECT: Annual G-Invoicing Order Requirements for Federal Register and CFR

Due to the Treasury’s scheduled sunset of legacy IPAC processing, GPO plans to discontinue using IPAC and begin using G-Invoicing for invoicing and collecting for FY 2027 Federal Register and Code of Federal Regulations (CFR) publishing services.

As you are aware, GPO invoices agencies for their content in both publications, as required by U.S.C. Title 44 Section 1509 (b). To prepare for the transition to G-Invoicing for these publications, GPO is reaching out to ensure that interagency agreements (IAAs) and funding transfers are established.

ACTION REQUIRED – ESTABLISH YOUR GT&C FOR FEDERAL REGISTER AND CFR

If you have not yet established a GT&C with GPO that includes Federal Register and CFR publishing, we recommend doing so immediately. Please use the provided template to initiate GT&C. Additional resources are available on the GPO G-Invoicing webpage, including registration links for GPO-hosted G-Invoicing Information Sessions.

Agencies are responsible for ensuring the annual Order is fully funded and approved in G-Invoicing. If additional funding is required, the Order must be modified. Please refer to our Order Submission Guidelines for additional details.

ANNUAL G-INVOICING ORDER REQUIREMENTS FOR FEDERAL REGISTER AND CFR

Federal Register (FR)

To support billing and funding requirements for Federal Register publishing, GPO requires each agency to:

  1. Establish a bulk-funded, full fiscal year G-Invoicing Order for estimated Federal Register publishing requirements, and
  2. Submit an annual FY Open Requisition (SF1).

All Federal Register publishing must be billed against the same annual Order, Line, and Schedule. Separate Orders for each Federal Register Notice should not be submitted.

Code of Federal Regulations (CFR)

  1. Establish a bulk-funded full fiscal year G-Invoicing Order for estimated CFR publishing, and
  2. Submit an annual FY Open Requisition (SF1).

All CFR publishing must be billed against the same annual Order, Line, and Schedule. Separate Orders for each published CFR Title should not be submitted.

SF-1 Submission for Federal Register or Code of Federal Regulations Publishing

To allow for sufficient time for processing, we request that you submit your Open Requisition (SF1) as soon as funding is available and the Order is established, but no later than October 31, 2026.

Publishing rates for FY 2026 will continue into FY 2027 - Federal Register: $133 per column and Code of Federal Regulations $85 per page.

Submit requisitions by emailing them to [email protected] with “Federal Register and Code of Federal Regulations” in the subject line. The SF-1 must be signed by an authorized agency representative.

To ensure accurate billing, please provide the following information on the Open Requisition (SF1):

  • Billing Address Code (BAC): This code identifies the Ordering Agency. Submit a separate open requisition (SF1) for each BAC.
  • G-Invoicing Information: Include the GT&C, Order, Line, and Schedule numbers.
  • If using a Government Purchase Card for the fiscal year, check the purchase card box and provide the purchase card number, expiration date, name as listed on the card, and the cardholder’s phone number.
  • Additional Information: Provide contact information for your agency’s financial personnel (name, email address, and phone number) for assistance with billing issues.
