Circular Letter No. 1124
December 13, 2023
TO: Printing and Publishing Officials of the Federal Government
SUBJECT: GPO Makes Congressionally Mandated Reports Available to the Public
Please share this information with agency staff members responsible for submitting congressionally mandated reports.
The U.S. Government Publishing Office (GPO) has made Congressionally Mandated Reports available to the public on GPO’s GovInfo. GPO fulfilled this responsibility ahead of its one-year implementation deadline set by Congress. Reports are now published and available for the public to access at https://www.govinfo.gov/app/collection/CMR. This marks the first time Congressionally Mandated Reports have been accessible to the public in a single location.
Agencies are required by law to submit Congressionally Mandated Reports to GPO. Agency representatives can sign up for a submission portal account and submit their reports to GPO at: https://ask.gpo.gov/s/CMR.
Federal Agency responsibilities include:
- Designating a point of contact for report submission and registering for a GPO submission portal account.
- Submitting reports to the GPO portal.
- Continuing with existing processes for submitting reports to Congress, committees, or subcommittees.
- Withholding information from the GPO submission portal in accordance with exclusions and exceptions, as outlined in the Act and guidance.
- Reviewing reports prior to submission to GPO for the purposes of identifying and redacting information or records.
