SUBJECT: G-Invoicing (GINV) Updates

GINV was created to efficiently manage Intragovernmental buy/sell transactions between Federal agencies. As of October 1, 2025, Treasury will require all agencies to be in GINV.

Q. What happens if an agency is not ready to transition to G-Invoicing?

A. Agencies should continue, as usual, to submit jobs to GPO and enter their Treasury Account Symbol and Business Event Type Code (BETC) in the appropriate fields on the job specification forms (e.g., SF-1, 2511, 4044, etc.). The change will occur when GPO processes invoiced transactions using the Intra-governmental Payment and Collection (IPAC) system. These transactions will be submitted as G-Invoicing Non-Compliant Buy/Sell. All “tagging” is done per Treasury guidance.

Q. How will jobs submitted to GPO before October 1, 2025, be invoiced?

A. For existing GPO jobs that were created outside of the GINV system but still have an open, available balance, these transactions will be submitted through IPAC as In-Flight Buy/Sell. Reach out to your internal Finance/Budget Officer for more information.

Q. What happens to GPO Legacy Deposit Accounts held at GPO if an agency is not ready to transition to GINV?

A. Agencies can continue to use their GPO Legacy Deposit Accounts until they are ready to transition to GINV. Refer to Circular Letter 1144, dated November 8, 2024, for more information about how to transition Legacy Deposit Accounts to GINV Deposit Accounts.
